Fostered and then adopted with her twin at an early age the Inquiry panel report on the care of Gemma Hearn seems not to find any of her years of growing when she was not in trouble.
She settled nowhere.

The NHS had no secure place for her; nor did the LA Social Services who tried to keep up with her.

It was not any easier when she moved around a lot.

All of a number of opinions and assessments felt somebody else might be approached. Generally the opinions were that she was too much of a handful and probably not looking to be supervised.

Nobody could find a route in to the settled longterm secure placement that would meet her challenging needs and create a life direction for her.

They held on till she was 'grown up' and outgrew the child and adolescent services. She was the left in bed and breakfast placements with ad hoc reactions to whatever situation she disrupted enough to get a reaction.

Nobody thought her to be mentally ill.

Finally she stabbed and killed a man who was nearby. She was aged eighteen.

We learn nothing of the circumstance nor about the trial evidence

She went from prison to Broadmoor.

Nothing is said about her follow up progress although this is four years on from the tragedy

Nothing is said about what happened to her twin.

Nothing is said about the biological parents or any history there.

One comment that she ' might be missing out on her culture background ' is all we get.

Hopefully she is a rare case. Perhaps that is why there are no facilities for her and her kind.

A testing case for the new libertarians and their campaign for capacity to form the base for detention ( somewhere else ) , and their opposition to any kind of MHACT detaining Order for such as these.

The Kent and Medway Strategic Health Authority has still, under wraps, awaiting publication until any further appeal to Court review is out of time, the Inquiry into the care and treatment of Michael Stone.
